The Belgian mobility budget, per employee and per year
Eco car, sustainable mobility and housing, cash balance: computed, checked and fed to payroll
Size each employee's yearly mobility budget from the cost of the company car, apply the statutory floor, ceiling and the one-fifth salary cap, book the spending on the three pillars and get the cash balance with its 38.07 % special contribution, ready for a monthly payroll feed you hand to your social secretariat.
Key features
Budget from the TCO
The budget starts from the company-car cost you enter, is raised to the statutory floor, capped at the ceiling and at one fifth of the gross annual salary; the reason of every adjustment is shown.
Statutory limits per year
Floor, ceiling and salary ratio live in a table per year with their source; a year that is missing or not yet checked against an official publication is flagged on the budget, never silently replaced.
Three pillars
Categories for the eco car, public transport, bikes, shared mobility, parking, housing and the cash balance, each with its pillar and tax treatment.
Housing radius check
A housing cost is only charged when the home is within the radius of its category (10 km in the shipped data); outside it, the line cannot be approved and does not lower the cash payout.
Cash balance
What remains after pillars 1 and 2 is the cash payout, with the special social-security contribution (38.07 % by default) and the net cash per employee.
Monthly payroll feed
One line per budget: the pillar-1 taxable benefit of the month, and in December the cash payout and the contribution; exported as a CSV file.
Simulation
Try a split between pillars for an employee and see the tax on the pillar-1 benefit, the cash contribution and the net value side by side.
Recurring spending
The allocation wizard creates the monthly lines of a lease or a pass in one go and tells you whether it still fits the budget.

1. Budgets 2025
Four employees with their capped budget, the spending booked and the cash payout.
2. Budget capped at 1/5 of the salary
Emma Willems: the TCO is above one fifth of her gross salary, so the budget is capped; the housing cost 14 km from work is flagged and not charged.
3. Cash balance
Lucas Peeters: pillars 1 and 2 used, the cash balance, the 38.07 % contribution and the net cash.
4. December payroll feed
The year-end feed with the cash payout and contribution per employee, exported as CSV.
5. Simulation
The same employee's split simulated: pillar-1 benefit tax, cash contribution and net value.
6. Categories
Pillars, sub-types, tax treatment and the housing radius of every category.
Why this app
✓ One place for the budget, the spending and the payout of every employee.
✓ The statutory caps are applied and explained, not typed in by hand.
✓ Housing costs outside the radius cannot slip into the budget.
✓ The payroll feed is a file for your social secretariat; nothing is sent from Odoo.
Get started

Questions
Does the app file anything with the RSZ / ONSS or the tax administration?
No. It computes and exports a CSV; your social secretariat processes it under its own login.
What happens when the limits of a year are not on file?
The budget uses the latest earlier year and shows a warning telling you which year was applied.
