Transport category 0 handled correctly

Categories that carry no ADR exemption at any quantity put the load under the full regime regardless of the points total, and the printed note carries the warning. The orange-plate demand follows the classes actually carried, so a load needing the ADR regime but no plates is not told to fit them.
